Is it for all people, believers in Christ, unbelievers, a group of people or those in a specific circumstance? What dispensation is the passage within?

Any Scripture has ONE interpretation and that is by proper context. Yet, it may have multiple correct applications.

All of time is divided into specific time periods where God is affecting humankind to bring all to Salvation. These time periods are called dispensations. Right now we live in the dispensation of grace. There is only one Gospel, regardless of dispensations. Although each dispensation is God dealing with humankind from different perspectives; such as before verses after the cross.
